The target values for CO are normally given by the vehicle manufacturer, so it would be helpful to know what type of car and engine we are talking about.
Not sure if values for hydrocarbon were given at all in those years, and if not, no maximum value would be applicable today.

what combustion? 1300? I've got the values from every xflow and carburetor installed in the Escort MK2, if you could use them

Edit: Is your engine fitted with the flat cylinder head or is it chambered like the early ones? What number has the engine block? 711m or 681m?
